You are trying to log in to Google Chrome with your Google apps account but it silently fails and doesn't keep you logged in.
The Solution:
This happens since you probably haven't activated Google Chrome Sync for your Google Apps account.
Here is how to activate it:
1. Go here http://www.google.com/apps/intl/en/business/index.html and sign in to your domain selecting the option "domain management" in the login drop list.
2. When you are logged in go searching for "Google Chrome Sync" on the "Organization & users" tab.
4. Now don't forget to click the save button that appears when you toggle the switch. It is really not obvious that you need to do that to activate the settings. Especially not if you have the full list of services on the screen. I didn't see the button and tried to activate this several times but failed because I never saved the changes. Stupid I know but if I can fail to get this right so can others.....
